    Meanwhile, legislators plan to introduce fines for storage, production, distribution and transportation of extremist materials.

    On March 16, the state-run news­pa­per Zvyaz­da pub­lished the repub­li­can list of extrem­ist mate­ri­als. The list is com­piled fol­low­ing court deci­sions to rec­og­nize this or that print mate­r­i­al an extrem­ist prod­uct. The list includes books, news­pa­pers, web­sites, CD discs, pages from social nets and YouTube chan­nels, and also stamps, coins, brooches, and even a pot­tery set of 21 pieces.

    Most­ly, the list includes books on reli­gious top­ics, writ­ten by or about Hitler, deal­ing with con­spir­a­cy the­o­ries, some of the titles refer to Holo­caust, Jew­ish rev­o­lu­tion, and the like. It also includes strong­ly dis­putable mate­ri­als, like the Press Pho­to Album 2011: the album rep­re­sents win­ning pho­tos of the nation­al con­test of press pho­tog­ra­phy pub­lished in 2010 in Belaru­sian mass media. Noth­ing but truth, but in 2013 the Ash­mi­any dis­trict court ruled that the album showed dis­tort­ed facts den­i­grat­ing the Belaru­sian state. Forty copies of the album were con­fis­cat­ed from its own­ers; the court ruled to detroy them.

    Besides, there are CDs “Les­son of the Belaru­sian Lan­guage”, a con­cert Sol­i­dar­i­ty with Belarus held in War­saw on March 12, 2006. It enu­mer­ates some pages of social nets: three com­mu­ni­ties from Vkon­tak­te rep­re­sent an under­ground youth com­mu­ni­ty cov­er­ing polit­i­cal, eco­log­i­cal and artis­tic protests; the pages are avail­able through Belaru­sian providers. The web­sites misanthropic.info and misanthropic.in are blocked by providers accord­ing to leg­is­la­tion.

    Mean­while, the leg­is­la­tors draft amend­ments to the Code of Admin­is­tra­tive Vio­la­tions: now arti­cle 17.11 sounds like “pro­duc­tion and stor­age of extrem­ist mate­ri­als”; the changes envis­age the vio­la­tion as “dis­tri­b­u­tion, pro­duc­tion, stor­age and trans­porta­tion of infor­ma­tion­al mate­ri­als con­tain­ing calls for extrem­ist activ­i­ties or prop­a­gat­ing such activ­i­ties”. The vio­la­tion will be pun­ish­able by fines: from 4.2 mil­lion rubles for phys­i­cal per­sons, rang­ing from 4.2 to 10.5 mil­lion rubles for self-employed entre­pre­neurs, and rang­ing from 10.5 to 42 mil­lion rubles for legal enti­ties. How­ev­er, fines for the prod­ucts men­tioned in the repub­li­can list of extrem­ist mate­ri­als are even high­er: from 2.1 to 10.5 mil­lion rubles for phys­i­cal per­sons, from 10.5 to 21 mil­lion rubles for self-employed entre­pre­neurs, and from 21 to 105 mil­lion rubles for legal enti­ties. Two mil­lion rubles is some­thing like 100USD, 100 mil­lion rubles is some­thing like 5000USD.

Паводле арт. 1 закона, пад паняцце экстрэмізму падпадае не толькі дзейнасць, накіраваная на гвалтоўнае змяненне канстытуцыйнага ладу альбо захоп улады неканстытуцыйным шляхам, але і распальванне расавай, нацыянальнай, рэлігійнай, сацыяльнай варожасці, прыніжэнне нацыянальнага гонару і годнасці, арганізацыя і ажыццяўленне масавых беспарадкаў і г.д. Экстрэмісцкія матэрыялы — гэта інфармацыйная прадукцыя, якая ўтрымлівае заклікі да экстрэмісцкай дзейнасці, прапагандуе яе, прызначаная для распаўсюду і прызнаная экстрэмісцкімі матэрыяламі па рашэнні суда.

    Паводле арт. 14 Закона «Аб супрацьдзеянні экстрэмізму», копія судовага рашэння аб прызнанні інфармацыйнай прадукцыі экстрэмісцкай накір­оўваецца ў Міністэрства інфармацыі для «ўключэння такой інфармацыйнай прадукцыі ў рэспубліканскі спіс экстрэмісцкіх матэрыялаў, які падлягае апублікаванню ў СМІ». Паводле гэтага ж артыкулу, ­змест інфармацыйнай прадукцыі, уключанай у такі спіс, не разгалошваецца.
